The Explore stage combines audits and meetings to create a central vision plan and identify focus areas.

The Test stage includes community engagement and meeting to deliver 5 Small Area Plans, and transportation, infrastructure, and policy considerations.

The Build stage focuses on pre-development and installation to deliver 2 semi-permanent installations and finalize and launch operations.

FALL 2024 - WINTER 2025

EXPLORE

  • Formed an Executive Committee of 15 residents and local stakeholders 

  • Held over 25 one-on-one interviews 

  • Reviewed over a dozen past community plans 

  • Researched and met with 15 place-based entities doing work in the Valley 

  • Conducted deep dive case study research on 3 relevant water-fronting mixed-use districts

  • Participated in peer-to-peer learning through Reimagining the Civic Commons

  • Worked with the Executive Committee to develop a visual identity for the Vision 

  • Researched implementation funding policies, operational approaches, and anti-displacement policies 

  • Mapped future projects and audited infrastructure, connectivity, small businesses, public spaces, events/programming, public transportation, zoning, and demographics 

  • Worked with the Executive Committee to develop a vision statement and set of values connected to growth and the future of the Mill Creek Valley

TEST

  • Host 2 Task Force Meetings

  • Conduct 3-5 one-on-one interviews and focus group meetings.

  • Administer Surveys

  • Organize Mobile pop-ups

  • Create 5 Small Area Plans, including 2-3 development options in three-dimensional form, financial assessment, and costs, broader district considerations from 2-3 perspectives, and an implementation and operations plan

  • Outline Transportation, infrastructure, and policy considerations

  • Develop Brand/Story recommendations

  • Design Semi-permanent (2-3 year) installation designs

BUILD

  • Complete Pre-development of installations

  • Build out installations

  • Formalize operational structures

  • Recruit Tenants and partners

  • Finalize and launch operations of installations to kickoff small area plan(s) implementation
